HERMES: Impacto de Algoritmos de Congestionamento no Processo de Certificação de Origem
Resumo
O comércio internacional atua como motor da economia global, apoiado em cadeias de suprimentos complexas que exigem a comprovação de origem para o acesso a regimes tarifários preferenciais, em especial no setor automotivo, devido a limitações relacionadas a processos manuais e à ausência de plataformas interoperáveis. Tais limitações agravam o tempo de fiscalização aduaneira e geram custos de sobreestadia no Porto de Entrada. Este artigo apresenta a plataforma HERMES, uma arquitetura descentralizada para a emissão e validação de documentos de origem, baseada no acordo ACE 55. O foco principal deste trabalho é analisar o impacto dos algoritmos de controle de congestionamento TCP, CUBIC e BBR na latência da camada de orquestração da plataforma.Referências
