Code of Conduct for Authors in Brazilian Computing Society's Publications
One of the main ways to disseminate scientific knowledge is through its publication, after peer review. A good publication presupposes ethical, honest, and responsible behavior from both authors and reviewers.
Part I - Unacceptable Conduct
1) SBC considers the following actions unethical or fraudulent:
I - Plagiarism: copying part of material published by another author, such as texts or research results, in which it is possible to identify the occurrence of copying without explicitly citing the original work.
II - Self-plagiarism: total or partial reuse of material, such as texts or research results, previously published or submitted for publication by the author without explicitly citing the original work, and not respecting the minimum percentage of new material required and copyright of the original material.
III - Multiple submission: submitting the same work or set of results to more than one publication venue, journal, and/or conference simultaneously, in disagreement with the editorial policies of the venues.
Single paragraph. Multiple submission is not considered when the works:
I - Have been submitted to different types of venues, provided that the organizers and/or editors of all venues have been informed, at the time of submission, of the existence of the other submission.
II - Are all written in different languages, provided that the organizers and/or editors of all venues involved accept submissions of the same work in different languages and have been explicitly informed, at the time of submission, of the existence of all submissions involved.
III - Have been rejected in previous submissions.
Part II - Recommended Actions
2) SBC recommends that authors observe the following aspects:
I - Reproducibility of research results: in pertinent cases, it is recommended that articles indicate the public availability of material used in the research, in order to facilitate the reproduction of the respective results by other researchers, such as used codes and databases.
II - Authorship participation: it is expected that all authors of a published or submitted work for publication have had effective participation in the respective work.
III - Use of Generative Artificial Intelligence (AI): the use of Generative AI tools and technologies for content generation, in writing and/or reviewing the content of articles, must be explicitly declared in the work. The declaration can occur in the Acknowledgments Section, in the methodology, or in a section defined specifically for this purpose, according to the adopted template, and must list the tools and describe where they were used, for example, texts, tables, graphics, quotations, etc. These tools cannot be listed as authors of an article. The use of such tools does not exempt the authors from responsibility for all their content, including when plagiarism is identified.
IV - Research involving human participation: conducting research whose method involves (i) collection of pre-existing data from individuals in physical or electronic form, which are not publicly accessible; (ii) observation or participant observation; (iii) interview, application of questionnaires, focus group, or other forms of directed data collection, whether in person or not in-person (virtual/electronic/telephone), must observe the norms of the National Health Council, currently expressed in Resolutions 674/2022, 510/2016, and 466/2012 and those that may be published after the date of approval of this document.
V - Research involving personal data: research involving the processing of personal data for academic purposes must follow the specific rules of the General Data Protection Law (LGPD, Law No. 13.709/2018) and other resolutions and laws that may be published after the date of approval of this document.
Part III - General Provisions
3) Occurrences or suspicions of violations of the code of conduct may be reported to the organizers of event proceedings or journal editors, who, in turn, shall provide the appropriate solution and submit a representation to the SBC Ethics Committee, which shall decide on the application of penalties.
Single paragraph. Penalties are provided for in Art. 6 of the SBC Ethics Committee Regulations.
4) This code must be followed by all events and publications held or supported by SBC.
5) Situations not provided for in this code shall be analyzed by the SBC Ethics Committee.
