Strategic Planning of Police Deployment in Soccer Stadiums Using Multicriteria Analysis and Unsupervised Clustering
Abstract
This study proposes a methodology combining multicriteria decision aid (MCDA) and cluster analysis to optimize the placement of police units and parking facilities in Recife, Brazil, during high-risk sports events. The K-means algorithm groups crime occurrences into homogeneous clusters, while the PROMETHEE method ranks the best locations based on three criteria: number of facilities (N), average distance of occurrences (D), and coverage level (C). Crime data analysis identifies high-risk areas, supporting strategic resource allocation and enhancing public security.
