Dinâmicas sociotécnicas da regulação da Inteligência Artificial no Brasil
Resumo
Embora a regulação da IA seja relevante no Brasil, suas dinâmicas institucionais continuam pouco examinadas. Sob uma abordagem sociotécnica, este estudo analisa 106 propostas federais por orientação normativa, justificativas e grupos protegidos. Os resultados indicam que iniciativas penais sugerem preferência por normas punitivas em detrimento de marcos puramente regulatórios. Paralelamente, a mobilização limitada de eventos públicos revela que pressões externas seguem sub-representadas nas moções legislativas. Por fim, o foco desigual em crianças e mulheres ante idosos indica maior tração política de certos grupos. Assim, o desafio central reside em consolidar arranjos operativos para estruturar a governança da IA, e não na escassez de iniciativas.
