The Proceedings of the 3rd Colloquium on Blockchain and Decentralized Web (CBlockchain 2025) bring the papers selected and presented in the edition of the event held in Maceió, AL, Brazil, from July 20 to 24, 2025, as part of the 45th Congress of the Brazilian Computing Society (CSBC 2025), whose theme was "Digital Governance for a Sustainable Society". In this issue, the proceedings include 11 papers, which were selected through a single-blind review process, among 23 submitions, impliing an acceptance rate of 47.8%. The event's Program Committee Chairs, Andre Aquino (UFAL), André Araújo (UFAL), and Rian Pinheiro (UFAL), organized this volume together with Alexandre Braga (UNCISAL), CSBC 2025 Publications Chair. The papers in this volume were submitted on 05/31/2025, accepted for publication on 05/02/2025, having the final version submitted on 05/16/2025.
