IT Governance in the Public Sector: A Study on the Impact on Organizational Effectiveness

Abstract


This article aims to promote an organizational impact analysis from the description of the IT governance architecture within the Sistema de Informática do Serviço Público (SISP) in Brazil. Based on the assumption that organizations with well defined IT governance processes are more effective when compared to others that do not have them, it should be noted that in the federal public sector, despite the planning, control and supervision actions emanating from the competent Organs, there is still a predominant framework of incomprehensions and low level of maturity in terms of governance and IT management processes in the bodies and entities that make up the SISP. Considering this scenario, an exploratory research was undertaken in order to broaden the horizons of study on the state of things that characterize the main contexts that are contained in the IT governance system of SISP and its understood entities, and then to evaluate the level of organizational effectiveness, guided by the metamodel of subsystems of directing, development and delivery before the levels of performance organization, processes and implementation. The analysis revealed the current model of IT governance within the scope of the SISP, as well as the level of satisfaction achieved in the most diverse dimensions evaluated.
