The Proceedings of the 13th Brazilian Symposium on Software Components, Architectures, and Reuse (SBCARS 2019) bring the papers selected and presented in the city of Salvador/BA, Brazil, from September 23 to 27, 2019, as part of the 10th Brazilian Congress on Software: Theory and Practice (CBSoft 2019). In this issue, the proceedings include 13 full papers. All the papers received at least three reviews. The event's program committee was coordinated by Leopoldo Teixeira (UFPE), who organized this volume. The articles in this volume were submitted on 07/15/2019, and accepted for publication on 08/12/2019, with the final version submitted on 08/16/2019.
