The Proceedings of the 3rd Urban Computing Workshop (CoUrb 2019) bring the articles selected and presented in the edition of the event held in Gramado, from May 6 to 10, 2019. The event was coordinated by Alberto Egon Schaeffer Filho (UFRGS) and Weverton Cordeiro (UFRGS), who organized this volume. The articles included in this volume were submitted on 03/26/2019, accepted for publication on 04/11/2019, with the final version submitted on 04/14/2019.
