The Proceedings of the 28th Thesis and Dissertation Contest (CTD 2015) bring the papers selected and presented in the edition of the event held in Recife, during the period July 20-23, as part of the 35th Brazilian Computing Society Congress (CSBC 2015)  which had the theme "The Internet of Everything Being Observed". The event's program committee was coordinated by Alessandro Garcia (PUC-RIO), and Cleber Zanchettin (UFPE), who organized this volume. The articles in this volume were submitted on April 8, accepted for publication on May 21, with the final version submitted on June 1.
