Reading Brazil: A Local Cost-versus-Accuracy Benchmark of Open OCR Engines on Brazilian Documents

Resumo

Privacy rules push Brazilian institutions to read their forms and identity documents on their own hardware. No published benchmark tells them which open OCR engine does that well at the lowest cost: existing ones are English, Chinese, or non-Brazilian Portuguese, and none measures the cost of running locally. We pair a Brazilian-Portuguese accuracy measurement with a cost measurement on one consumer machine, scoring 14 open engines on forms, identity documents, clean prose, and degraded scans. No class of engine wins outright. Only two hold up on all four document types: the OCR engine Surya and the vision-language model Qwen2.5-VL. On identity photos the divide is old engines against recent ones, not OCR engines against vision-language models, and Surya recovers 0.921 of the fields, more than any vision-language model. Engine choice should follow the document type. We also rebuild the forms ground truth from the images and validate it by hand, finding no error in 250 sampled fields.
