The Proceedings of the 28th International Symposium on Computer Architecture and High Performance Computing (SBAC-PAD 2016) bring the papers selected and presented in the edition of the event held in Los Angeles, United States, from October 26 to 28, 2016. In this edition, the proceedings include 27 full papers. These papers were selected through a peer review process, from a total of 77 full paper submissions, which implied an acceptance rate of 35%. The SBAC-PAD 2016 program committee was coordinated by Lucia Drummond (UFF) and Pavan Balaji (ANL), who organized this volume together with Edson Borin (Unicamp), Jean-Luc Gaudiot (UCI), and Viktor K. Prasanna (USC), the SBAC-PAD 2016 chairs. The papers in this volume were submitted on 07/01/2016, accepted for publication on 08/13/2016, with the final version submitted on 08/22/2016.
