The Proceedings of the 13th Brazilian Symposium on Information and Computational Systems Security (SBSeg 2013) bring the papers selected and presented in the edition of the event held in Manaus/AM, from November 11-14, 2013. In this issue, the proceedings include 24 full papers and 06 short papers. These papers were selected through a double-blind review. The event's program committee was coordinated by Michel Abdalla (ENS de Paris) and Raul Ceretta Nunes (UFSM), who organized this volume. The articles in this volume were submitted on 07/07/2013, and accepted for publication on 08/28/2013, with the final version submitted on 09/09/2013.
