Abstract

The process of publishing articles globally over the Internet uses submission, review, and publication systems. Such systems have a high financial and computational cost, making scientific knowledge restricted to an increasingly smaller audience. There are initiatives that attempt to make the submission and evaluation process open and aim to promote more democratic access to it. However, two challenges are evident: the first is the unequal relationship between authors and publishers during the submission, review, and publication processes; the second is related to the infrastructure of a publisher that is normally responsible for the publication rights of the article. In this sense, aiming to provide greater governance to the article publication process, we propose the Distributed Autonomic Scientific Publisher (DASP), an autonomous scientific publisher operating on a private (permissioned) blockchain that allows the entire process to be audited, guaranteeing copyright to the researchers involved in the publication of each article and reducing the cost for readers by removing intermediaries. As a proof of concept, an editorial environment with the basic submission and review processes was developed to validate the proposal.
