The Proceedings of the 23th Thesis and Dissertation Contest (CTD 2010) bring the papers selected and presented in the edition of the event held in Belo Horizonte/MG, Brazil, from July 20 to 23, 2010, as part of the 30th Brazilian Computing Society Congress (CSBC 2010) which had the theme "Green Computing: Scientific and Technological Challenges". In this issue, the proceedings include 06 Doctoral Thesis and 11 Master's Dissertations, from a total of 35 Doctoral Thesis and 65 Master's Dissertations submitted, which implied an acceptance rate of 17.1% and 17%, respectively. Each paper has been reviewed by at least three experts. The event's Chair Maria Cristina Ferreira de Oliveira (USP) organized this volume.
