The Proceedings of the 4th Theory of Computation Meeting (ETC 2019) bring the papers selected and presented in the edition of the event held in Belém, during the period July 15 and 16, as part of the 39th Brazilian Computing Society Congress (CSBC 2019), wich had the theme "Computing and Social-Environmental Responsibility". In this edition, the proceedings include 3 complete articles. These papers were selected throug In this issue, the proceedings include 15 papers. These papers were selected through a peer review process, from a total of 25 papers submitted, which implied an acceptance rate of 60%. The event's program committee was coordinated by Cláudia Linhares Sales (UFC), Flavio Keidi Miyazawa (UNICAMP), Jayme Szwarcifter (UFRJ e UERJ), Rosiane de Freitas (UFAM) and Vinicius Santos (UFMG), who organized this volume. The articles in this volume were submitted on April 1, accepted for publication on April 29, with the final version submitted on May 6.
