The Proceedings of the 9th Theory of Computation Meeting (ETC 2024) bring the papers selected and presented in the edition of the event held in Brasília, DF, Brazil, from July 21 to 25, 2024, as part of the 44th Congress of the Brazilian Computing Society (CSBC 2024), whose theme was "Digital Desert: The Disconnected and Unseen World". In this issue, the proceedings include 30 extended abstracts, which were selected through a single-blind review process, among 40 submitions, impliing an acceptance rate of 75%. The event's Program Committee Chairs Carla Negri Lintzmayer (UFABC), Manoel Bezerra Campêlo Neto (UFC), and Vinicius Fernandes dos Santos (UFMG) organized this volume. The papers in this volume were submitted on 04/03/2024, accepted for publication on 05/10/2024, having the final version submitted on 05/27/2024.
