Princípios para o projeto de comunidades virtuais governamentais com fins e-Democráticos

Resumo

A democracia eletrônica permite viabilizar e consolidar processos consultivos e deliberativos. Contudo, há ausência de acesso participativo e engajamento permanente dos cidadãos com fins e-democráticos, seja pelo despreparo dos indivíduos no uso da Web ou mesmo pela falta de ambientes propícios para tal exercício de cidadania. Neste sentido, investigaram-se algumas das atuais experiências com e-participação e os princípios para o projeto de comunidades virtuais. Com base nesses e a fim de integrar processos e-deliberativos, é proposto o Modelo Interativo Governo-Cidadão. Para experimentação do modelo, foi desenvolvida e testada uma aplicação, a Comunidade Democrática Cidadã (CDC), ambos relatados nessa pesquisa.
