The Proceedings of the 1st Workshop on Computing Applied to e-Government (WCGE 2009) bring the papers selected and presented in the edition of the event held in Bento Gonçalves/RS, Brazil, from July 20 to 24, 2009, as part of the 29th Brazilian Computing Society Congress (CSBC 2009), which had the theme "The Grand Scientific Challenges and the Impacts of Computing on Society." In this issue, the proceedings include 11 full papers, selected through a blind peer-review process. The event's program committee was coordinated by Antônio Jorge Gomes Abelém (UFPA) and Viviane Malheiros (SERPRO), who organized this volume. The articles in this volume were submitted on 04/06/2009, accepted for publication on 05/04/2009, with the final version submitted on 05/18/2009.
