The Proceedings of the 21st Workshop on Performance of Computer and Communication Systems (WPerformance 2022) bring the papers selected and presented in the edition of the event held in Niterói, RJ, Brazil, from July 31 to August 5, 2022, as part of the 42nd Congress of the Brazilian Computing Society (CSBC 2022), whose theme was "Digital Empowerment: The Role of Computing in Building an Inclusive and Democratic Society". In this issue, the proceedings include 11 papers, as 9 full papers and 2 short papers, which were selected through a double-blind peer review process, among 25 submissions, implying an acceptance rate of 36% (or 44%, including the short papers). The event's Program Committee Chairs Fabrício Murai (UFMG, WPI - EUA) and Rodrigo da Rosa Righi (Unisinos) organized this volume. The papers in this volume were submitted on 04/07/2022, and accepted for publication on 05/10/2022, having the final version submitted on 05/25/2022.
