The Proceedings of the 4th Pre-IETF Workshop (WPIETF 2017) bring the papers selected and presented in the edition of the event held in São Paulo, during July 2 at 6, was part of the 37th Brazilian Computing Society Congress (CSBC 2017), had as its theme "Computing for everything and everyone". In this edition, the proceedings include 07 full papers. The event's program committee was coordinated by Rafael de Amorim Silva (UFAL), who organized this volume.
