The Proceedings of the 2nd Pre-IETF Workshop (WPIETF 2015) bring the papers selected and presented in the edition of the event held in Recife, during the period July 20-23, as part of the 35th Brazilian Computing Society Congress (CSBC 2015) which had the theme "The Internet of Everything Being Observed". The event's program committee was coordinated by Luiz Julião Braga Filho (UPMackenzie), Lisandro Granville (UFRGS), and Breno Carvalho (UNICAP), who organized this volume.
