The Proceedings of the 23rd Regional School of High-Performance Computing from Southern Brazil (ERAD-RS 2023) bring the papers selected and presented in the edition of the event held in Porto Alegre/RS, from May 10 to 12, 2023. In this issue, the proceedings include 38 papers distributed in two tracks: Undergraduate Forum and Graduate Forum. These papers were evaluated by at least three specialists. This volume was organized by André Dubois (UFPEL) and Cláudio Schepke (UNIPAMPA) - coordinators of the Undergraduate Forum, and by Lucas Schnorr (UFRGS) and Vinícius Pinto (FURG) - coordinators of the Graduate Forum. The articles in this volume were submitted on 03/20/2023, accepted for publication on 04/10/2023, with the final version submitted on 04/24/2023.
