The Proceedings of the 49th Integrated Software and Hardware Seminar (SEMISH 2022) bring the papers selected and presented in the edition of the event held in Niterói, RJ, Brazil, from July 31 to August 5, 2022, as part of the 42nd Congress of the Brazilian Computing Society (CSBC 2022), whose theme was "Digital Empowerment: The Role of Computing in Building an Inclusive and Democratic Society". In this issue, the proceedings include 22 papers, which were selected through a double blind peer review process, among 53 submissions, implying an acceptance rate of 65%. The event's Program Committee Chairs Alfredo Goldman (USP) and Renato Cerqueira (IBM Research) organized this volume. The papers in this volume were submitted on 04/07/2022, accepted for publication on 05/10/2022, having the final version submitted on 05/25/2022.
