The Proceedings of the 2nd Brazilian Workshop on Intelligent Cities (WBCI 2019) bring the articles selected and presented at the edition of the event held in Belém, from July 16 to 18, as part of the 39th Brazilian Computing Society Congress (CSBC 2019) , which had the theme "Computing and Social-Environmental Responsibility". In this edition, the proceedings include 10 complete articles. These papers were selected through a double blind peer review process, of a total of 24 completed papers submitted to the WBCI, which implied an acceptance rate of 52%.
