The Proceedings of the 3rd Regional School on Informatics of Rio de Janeiro bring the papers selected and presented in the edition of the event held in Niterói, on March 21 and 22, 2019. In this issue, the proceedings include 10 short papers, which were selected through a double blind peer review process. The event's program committee was coordinated by Flávio Seixas, Flávia Bernardini e Raquel Bravo, who organized this volume. The articles in this volume were submitted on February 22, accepted for publication on March 1, with the final version submitted on March 15.
