The Proceedings of the 33th Brazilian Symposium on Software Engineering (SBES 2019) bring the papers selected and presented in the edition of the event held in Salvador, September 23-27, as part of the 10th Brazilian Conference on Software (CBSoft 2019). In this issue, the proceedings include 28 full papers and 10 short papers. These papers were selected through a double blind peer review process, from a total of 97 submissions, which implied an acceptance rate of 29% for the full research papers. The event's program committee was coordinated by Marco Aurélio Gerosa (Northern Arizona University, USA) and Rafael Prikladnicki (PUCRS, Brazil), who organized this volume. The articles in this volume were submitted on May 16, accepted for publication on July 4, with the final version submitted on July 18.
