The Proceedings of the 4th Workshop of Applied Computing for the Management of the Environment and Natural Resources (WCAMA 2013) bring the papers selected and presented in the edition of the event held in Maceió/AL, Brazil, from July 23 to 26, as part of the 33rd Brazilian Computing Society Congress (CSBC 2013) which had the theme "Smart Cities: Challenges for Computing". The event's program committee was coordinated by Marilton Sanchotene de Aguiar (UFPel), Marcelo Dutra da Silva (FURG), Diana Francisca Adamatti (FURG), and Pedro Ribeiro Andrade (INPE), who organized this volume. The articles in this volume were submitted on 04/07/2013, accepted for publication on 05/10/2013, with the final version submitted on 05/26/2013.
