The Proceedings of the 19th Workshop on Performance of Computer and Communication Systems (WPerformance 2020) bring the papers selected and presented in the online edition of the event, on November 16 to 20, as part of the 40th Brazilian Computing Society Congress (CSBC 2020) which had the theme "Artificially human or Humanly artificial? Challenges for society 5.0". In this issue, the proceedings include 13 full papers and 4 short papers. These papers were selected through a blind peer-review process, from a total of 43 papers. During the review process, reviewers were instructed to indicate, should the paper be accepted, if it should be considered as a short or as a full paper. This resulted in an acceptance rate of 30.2% for full papers and 9.3% for short papers. The event's program committee was coordinated by Emilio Francesquini (UFABC) and Márcio Castro (UFSC), who organized this volume. The articles in this volume were submitted on 04/30/2020, accepted for publication on 06/10/2020, with the final version submitted on 06/30/2020.
