The Proceedings of the 1st Pre-IETF Workshop (WPIETF 2014) bring the papers selected and presented in the edition of the event held in Brasília, from July 28 to 31, as part of the 34th Brazilian Computing Society Congress (CSBC 2014)  which had the theme "Social Systems and Mass of People Events: Expanding Challenges on Computing". The event's program committee was coordinated by Luiz Julião Braga Filho (UPMackenzie), Lisandro Granville (UFRGS), and Breno Carvalho (UNICAP), who organized this volume.
