The Proceedings of the 4th Workshop on Social, Human and Economic Aspects of Software (WASHES 2019) bring the papers selected and presented in the edition of the event held in Belém, on July 18, as part of the 39th Brazilian Computing Society Congress (CSBC 2019), which had the theme "Computing and Social-Environmental Responsibility". In this issue, the proceedings include 8 full papers and 2 short papers. These papers were selected through a double-blind peer-review process, from a total of 19 full papers and 9 short papers submitted, which implied an acceptance rate of 42% and 22%, respectively. The event's program committee was coordinated by Rodrigo Santos (UNIRIO) and Valdemar V. Graciano Neto (UFG), who organized this volume. The papers in this volume were submitted on March 28, accepted for publication on May 6, with the final version submitted on May 13.
