The Proceedings of the 14th Latin American Symposium on Digital Government (LASDiGov 2026) bring the papers selected and presented in the edition of the event held in Gramado, RS, Brazil, from July 19 to 23, 2026, as part of the 46th Congress of the Brazilian Computing Society (CSBC 2026), whose theme was "Digital Transformation for a World in Climate Emergency". In this issue, the proceedings include 27 full papers, 5 practical reports from organizations, and 1 extended abstract. These contributions were selected through a double-blind peer review process from a total of 75 full paper submissions, 19 practical reports from organizations submissions, and 9 extended abstract submissions, resulting in acceptance rates of 36%, 26.3%, and 11.1%, respectively. The event was coordinated by Johnny Cardoso Marques (ITA), Antonio Fernando Lavareda Jacob Junior (UEMA), and Pedro Almir (IFMA), who organized this volume together with Rodrigo Mansilha (UNIPAMPA), Publications Chair of CSBC 2026. The papers in this volume were submitted on 03/30/2026, accepted for publication on 05/04/2026, having the final version submitted on 05/18/2026.
