The Proceedings of the 9th National Computing Meeting of Federal Institutes (ENCompIF 2022) bring the papers selected and presented in the edition of the event held in Niterói, RJ, Brazil, from July 31 to August 5, 2022, as part of the 42nd Congress of the Brazilian Computing Society (CSBC 2022), whose theme was "Digital Empowerment: The Role of Computing in Building an Inclusive and Democratic Society". In this issue, the proceedings include 9 full papers and 5 short papers. These papers were selected through a double-blind peer-review process, from a total of 28 full papers and 24 short papers submitted, which implied an acceptance rate of 32% and 21%, respectively. The event's Program Committee Chairs Guilherme Álvaro Rodrigues Maia Esmeraldo (IFCE) and Carlos Roberto de Oliveira Junior (IFRJ) organized this volume. The papers in this volume were submitted on 04/07/2022, accepted for publication on 05/10/2022, having the final version submitted on 05/25/2022.
