The Proceedings of the 17th Regional School of Computer Networks (ERRC 2019) bring the papers selected and presented in the edition of the event held in Alegrete/RS, during the period September 16 to 19, 2019. In this issue, the proceedings include 14 full papers and 6 short papers. These papers were selected through a blind peer-review process, from a total of 30 full papers and 6 short papers submitted, which implied an acceptance rate of 46% and 100%, respectively. The event's program committee was coordinated by Diego Kreutz and Ricardo Schimidt, who organized this volume. The articles in this volume were submitted on July 30, 2019, accepted for publication on August 18, 2019, with the final version submitted on August 28, 2019.
