The Proceedings of the 19th Latin American Congress on Free Software and Open Technologies (Latinoware 2022) bring the papers selected and presented in the hibrid edition of the event, from November 02-04, 2022. In this issue, the proceedings include 15 full papers and 14 short papers. These papers were selected through a peer-review. The event's program committee was coordinated by Claudio Roberto Marquetto Mauricio (UNIOESTE – Brazil), Fabiana Frata Furlan Peres (UNIOESTE – Brazil), and Marcelo Karanik (UTN – FRRe-Argentina), who organized this volume.
