The Proceedings of the 39th Brazilian Symposium on Software Engineering (SBES 2025) bring the papers selected and presented in the edition of the event held from September 22 to 26, 2025, in the city of Recife/PE, Brazil, as part of the 16th Brazilian Conference on Software: Theory and Practice (CBSoft 2025). In this issue, the proceedings include 118 papers distributed in five tracks: Research Track, Education Track, Insightful Ideas and Emerging Results Track, Tools Track, and Industry Track. These works were selected through a double-blind review. This volume was organized by Leopoldo Teixeira (UFPE) and Silvia Vergilio (UFPR), program committee chairs of the Research Track; Edna Dias Canedo (UnB) and Marcelo Maia (UFU), program committee chairs of the Education Track; Ivan Machado (UFBA) and Monalessa Barcellos (UFES), program committee chairs of the Insightful Ideas and Emerging Results Track; Cleidson R. Colanzi (UEM), program committee chairs of the Tools Track; César França (UFRPE) and Karina Kohl (UFRGS), program committee chairs of the Industry Track; and Carla Silva (UFPE), Jéssyka Vilela (UFPE), and Mariana Peixoto (UPE), publications chairs of CBSoft 2025.
