The Proceedings of the 13th Workshop on Performance of Computer and Communication Systems (WPerformance 2014) bring the papers selected and presented in the edition of the event held in Brasília, from July 28 to 31, as part of the 34th Brazilian Computing Society Congress (CSBC 2014)  which had the theme "Social Systems and Mass of People Events: Expanding Challenges on Computing". The event's program committee was coordinated by Pedro Braconnot Velloso (UFF), Luidi Simonetti (UFF), and Fernando Aires (UFRPE), who organized this volume. The articles in this volume were submitted on April 12, accepted for publication on June 1, with the final version submitted on June 10.
