The Proceedings of the 10th Workshop on Applied Computing in Electronic Government (WCGE 2022) bring the papers selected and presented in the edition of the event held in Niterói, RJ, Brazil, from July 31 to August 5, 2022, as part of the 42nd Congress of the Brazilian Computing Society (CSBC 2022), whose theme was "Digital Empowerment: The Role of Computing in Building an Inclusive and Democratic Society". In this issue, the proceedings include 21 papers, which were selected through a double-blind peer review process, among 34 submissions, implying an acceptance rate of 62%. The event's Program Committee Chairs Eunice Pereira dos Santos Nunes (UFMT) and Raissa dos Santos Barcellos (UFF) organized this volume. The papers in this volume were submitted on 04/07/2022, and accepted for publication on 05/10/2022, having the final version submitted on 05/25/2022.
