The Proceedings of the 28th Brazilian Symposium on Multimedia and Web (WebMedia 2022) bring the papers selected and presented in the edition of the event held in Curitiba/PR, from November 7-11, 2022. In this issue, the proceedings include 37 full papers and 09 short papers. These papers were selected through a double-blind review, from a total of 92 full papers and 21 short papers submitted, which implied an acceptance rate of 40,2% and 42,8%, respectively. The event's program committee was coordinated by Jussara M. Almeida (UFMG) and Humberto Torres Marques-Neto (PUC Minas), who organized this volume. The papers in this volume were submitted on 06/12/2022, and accepted for publication on 08/09/2022, with the final version submitted on 08/24/2022.
