The Proceedings of the 4th National Computing Meeting of Federal Institutes (ENCompIF 2017) bring the papers selected and presented in the edition of the event held in São Paulo, during the period July 2 and 6, as part of the 37th Brazilian Computing Society Congress (CSBC 2017) which had the theme "Computing for Everything and Everyone". In this issue, the proceedings include 18 papers. The event's program committee was coordinated by Carlos Roberto de Oliveira Junior (IFRJ), who organized this volume.
