The Proceedings of the 16th Workshop on Computing Education (WEI 2008) bring the papers selected and presented in the edition of the event held in Belém/PA, Brazil, from July 12 to 18, 2008, as part of the 28th Brazilian Computing Society Congress (CSBC 2008), which had the theme "Grand Challenges of Computing." In this issue, the proceedings include 25 full papers and 05 short papers. These papers were selected through a peer review, from a total of 54 full papers and 11 short papers submitted, which implied an acceptance rate of 46.3% and 45.4%, respectively. The event's Chairs, José Palazzo M. de Oliveira (UFRGS) and Mirella M. Moro (UFRGS), organized this volume.
