From Social to Technical: A Sociotechnical Analysis for the Optimization of Logistics of the Brazilian Book and Teaching Material Program
Abstract
This paper presents an analysis of the logistics of the Brazilian National Book and Teaching Material Program. The logistics aims to deliver, in a timely and cost-effective manner, quality teaching materials to public schools throughout the country. The results reveal problem complexity: it involves different stakeholders, in different and complex processes, that need to comply with a wide variety of norms and are supported by different computer systems. Identifying a number of points that need to be investigated in depth and recognizing the Brazilian situated context, the paper argues that a socio-technical perspective is essential to understanding the problem's complexity and informing the design of appropriate solutions.
