The Proceedings of the 13th Women in Information Technology (WIT 2019) bring the papers selected and presented in the edition of the event held in Belém, on July 15 and 16, as part of the 39th Brazilian Computing Society Congress (CSBC 2019) which had the theme "Computing and Social-Environmental Responsibility". In this issue, the proceedings include 10 full papers and 21 short papers. These papers were selected through a double-blind peer-review process, from a total of 39 full papers and 46 short papers submitted, which implied an acceptance rate of 25% and 45%, respectively. The event's program committee was coordinated by Luciana Frigo and Silvia Bim, who organized this volume. The papers in this volume were submitted on March 25, accepted for publication on April 29, with the final version submitted on May 14.
