The Proceedings of the 28th Workshop on Computing Education (WEI 2020) bring the papers selected and presented, in the online edition of the event, on November 16 to 20, as part of the 40th Brazilian Computing Society Congress (CSBC 2020) which had the theme " Artificially human or Humanly artificial? Challenges for society 5.0". In this issue, the proceedings include 40 full papers. These papers were selected through a peer-review process from a total of 147 full papers, which implied an acceptance rate of 27.2%. The event's program committee was coordinated by Itana Maria de Souza Gimenes and Leila Ribeiro, who organized this volume. The articles in this volume were submitted on 04/30/2020, accepted for publication on 06/15/2020, with the final version submitted on 06/30/2020.
