The Proceedings of the 16th Workshop on Computing at School (WIE 2010) bring the papers selected and presented in the edition of the event held in Belo Horizonte/MG, from July 21 to 23, 2010, with the theme "ICTs and education for social and technological inclusion and promotion of citizenship" and took place as a satellite event of the 30th Brazilian Computing Society Congress (CSBC 2010). In this issue, the proceedings include 38 full papers and 22 short papers, which were selected through a double blind peer review, with an acceptance rate of 30%. The WIE 2010 general chair was Rosa Vicari (UFRGS). The event's Program Committee was coordinated by Patricia Jaques (UNISINOS). The papers in this volume were submitted on 03/08/2010, accepted for publication on 04/19/2010, with the camera-ready version submitted on 05/17/2010.
