The Proceedings of the 4th Congress on Technologies in Education (CTRL+E 2019) bring the papers selected and presented in the edition of the event held in Recife, during the period 28 to 30 of August 2019, which had the theme Networks of Collaboration. In this issue, the proceedings include 50 full papers (1 invited) and 25 short papers (of which 7 are from the category of software demonstration). These papers were selected through a double blind peer review process, from a total of 132 full papers and 62 short papers submitted, which implied an acceptance rate of 38% and 40%, respectively. The event's program committee was coordinated by Alex Sandro Gomes (UFPE), Ana Beatriz Gomes Pimenta de Carvalho (UFPE) and Taciana Pontual Falcão (UFRPE), who organized this volume. The articles in this volume were submitted on July 1, 2019, accepted for publication on August 1, 2019, with the final version submitted on August 14, 2019.
